While how good/smart/creative/etc a player is can influence the outcome, in general there are 'better' characters. In this case Fox has far more tools at his disposal to be considered a much better character than Roy. That's not saying a Roy can't win, just that theoretically if two equally good players faced off against each other/others the Fox would be more likely to win more.
