Maxx didn't say thing about the lore being official, however, a lot of the lore is based on whatever was found from going into the game's files and changing it's values around to make scripted sequences happen that would otherwise never be seen in a normal and un-modded playthrough
The game itself also gives subtle hints at Gaster and how he was the original royal scientist before an incident happened
