so we can expect it at a later date unless he specifies that he's keeping it off-server.

Perms are being fixed for towny, but as of right now, it's disabled. Once towny is added again, we'll fix the economy. As of right now, econ is virtually meaningless until there's something to buy. You can make chest shops though.
