Previously, these city states declined to join the Union for a number of reasons: some feared oppressive rule by a central government, some feared that the more ethnically and religiously diverse provinces in the North would become culturally overpowered by joining, and some just weren't convinced that it was a good idea.  None of these seeming to have been a major problem thusfar within Avalonia, Vjornsberg is confident in the success of his mission.

1.  Don't show hostility towards Cypher.  He's just saying what everybody's thinking.
2.  I'm sorry, but I and many others have already said what you have to do and how to play and you have consistently ignored that.

I honestly think that you are incapable of functioning in this RP and you have far outlasted your tenure.  You are hereby ejected and banned from this RP.

Others have consulted me about resources, and I have told them without reservation.  Why you think you have access to native [assets]—which may or may not be an [inherant] practice or part of cultural heritage—is where you stepped over the line, and it is then that you violated rule 1, which also covers "fabricating ludicrous numbers and statistics out of nowhere".  I had hoped that this implied more strongly that players could not fabricate circumstances for strategic resources of their own volition, so yes, I am sorry for being unclear, however, clever manipulation of the rules will not go unpunished.  Ask and you shall recieve; it's not that hard of a concept.
I've since told you that you don't act and then wait to be corrected.  Nearly every action you've taken has required moderator intervention.  Simply, I don't have the time, interest, and patience to give you any more chances.  I've already given you abundant chances to adjust, but you haven't changed, and have displayed that you have learned nothing.  Any promises you might have to improve now are pointless, because if it mattered to you, you would have taken the chance long ago.

One of the more successful Avalonian railroad companies buys out its Northern competitors within Avalonia in preparation for construction of a railroad to the Arconian capitol, provided the city states in that region join the Union or can be brought to accept the construction of the railroad through their territory.

Avalonian trade vessels are now reaching as far out as Conservatia and Northern Vlast.  For the most part, however, they're sticking closer to home.
