Sorry to seem forceful.  I'm away from the computer and don't really have the patience to answer your particular issue right now.  Everyone is waiting right now, so I will be posting responses in bulk when I get home.

Taxes on essential goods (food) are lowered and the military institutes quarantines throughout the cities. The Ministry of Health investigates the nature of the disease and studies the patterns of those afflicted. Due to the reallocation of government resources to mitigation of the disease, the navy's anti-piracy patrols are scaled back.
Experts brown townyze that the cause was partly due to an incomplete sanitation system as part of the breeding ground.  Mosquitoes and rats are found to be common in areas where the disease was most potent.  Because of the large number of institutions, publicly-funded projects and military upkeep, particularly naval, the tax burden fell to the disproportionately small population, which couldn't properly pay for the goods that were being provided.  This caused a spread of poverty and decrease in wages, meaning workers would have to work longer hours.  This resulted in poor upkeep of areas that had not received sanitation improvements.  Many people couldn't afford toilets, for instance, so old methods were still in use in places.  It had gotten bad when it spread to 1,000 people, but with late spring rains, the disease spread rapidly.  Efforts were made to try and contain it, but it was found to be futile.  Those away from the rivers and the coast are less affected.  The symptoms start with a light cough.  In about two days, a fever and a nearly uncontrollable cough take root.  If untreated, the victim will die in about 6-8 days.  Bodily fluids are contagious.

The disease spreads to Vlast and Kyrev, although with distinctly less severity.

Firstly, please clarify "heightened importance on similar programs; I'm not sure what that means exactly and can't address it until I do.  Thanks.  Also it seems backwards that food prices would go up when more food is being produced as a result of mechanized farming and fertilizer.1

Chancellor Walter addresses the nation in a public address in Nazgar, which is published in newspapers across Avalonia.  He commends the Avalonian people on their industriousness, cites the camaraderie and willingness to help one another displayed by wealthy Avalonians as extremely praiseworthy, and lauds the spirit of ingenuity and hard work that brought Avalonia from a collection of off and on feuding city states to a powerful actor in the international community.  He calls on the Avalonian people to continue to be their best, and assures them that the Avalonian government will do likewise: "I well know that we are a naturally conservative people, that change is not close to our hearts.  I know that the change in currency, that the troubles in Seris, that a lot of things can replace the confidence within us with fear, with panic.  But I stress to you this day that it is not these things which we should fear; these are external; these things alone cannot harm us; the only thing we have to fear is fear itself!  This alone can harm our proud nation."2

Following this, former chancellor Vjornsberg, beginning to show signs of age but still displaying the vigor which helped to make him so extremely popular, takes the stage.  He starts by reiterating his personal commitment to the Avalonian people, and notes that the people should in turn support their neighbors in these trying times, "from the rich industrialist, to the sailor abroad, to the urchin on the street", Avalonians should not harden their hearts to the suffering of one another, nor capitalize on the disadvantaged state of others, nor steal from his neighbor, and expresses his shame that any Avalonians have been reduced to stealing, and that even a small minority has become violent.  He notes that he is suspending, for the time being, his higher aims of scholarships and libraries, to divert his fortunes to employing those who would work for their bread, for a time, on personal projects like the improvement of his lands, and encourages others of means to do similarly.  "Now is not the time to abandon that which raised us to our zenith simply because we have slipped from it."2

Less publicly, Avalonia raises import tariffs slightly on finished goods, particularly those already produced locally, and lowers its consumption tax slightly to increase consumer spending.  The Avalonian government reaffirms its position on unions, expressing that it respects the right of workers to organize in a way that does not affect public safety to negotiate wages and working conditions or to do so individually, it likewise respects the right of businesses to hire scabs, relocate, or temporarily close their gates, and will continue to try to act as a mediator should it be desired by both parties.  The Avalonian government also expresses its willingness co cooperate with foreign investment.3
1.  Prices would have gone up because A) not all farmers would be using the machinery yet, and B) they would have gone down, but they would have also gone back up because of farmers simply trying to preserve their gains.  If the depression wasn't making it hard on people anyways, then it wouldn't have been too much of a burden.  And the issue was confronting the spreading of large public works programs, but more importantly, through trade with Seiris and some foreign investments that were tied down south.

With Sonodine now able to see some pride in itself again, resources begin to be poured into the restoration of Sunyong. While proper legal systems are restored, small military elements are moved in to enforce the law. Abandoned buildings are temporarily reoccupied as court houses.
Things in Sunyong begin to settle down.  It will take some time for it to be taken care of in full.



Scotia joins the efforts to eliminate pirates, and uses its light ships to patrol the seas and protect merchants.

The Arconian begins sending out frequent patrols, using Mt. Aegis as its base.  Scotian and Conservatian forces are granted permission to use Mt. Aegis as a port for its military vessels.  Within a fortnight, a patrol destroys a pirate vessel sailing off the Scotian coast.



Work begins on incorporating a proper naval force into the Romekate military. For now this largely means paperwork for the government as ships are not yet commissioned, in part due to the lack of proper shipbuilding facilities.

Arcon adopts similar measures as Avalonia did to the Serisian trade.  It will not halt trade by any means, but it wishes that Serisian traders weigh all goods coming into Arcon, and triple-book the records, one for Seris, two for the Arconian customs house.  Inspection of Serisian perishables to enter Arcon is also to take place.  Thorough washing of used containers is to occur and containers with holes and leaks are to be disposed of.  Containers used on trade routes to and from Seris are to be strictly used in Arco-Serisian trading.

Arcon calls for production of the Arco-Conservation Bolt Rifle to hit production on a larger scale.  Conservatia is called to work with Arcon in another joint training exercise in 1846.



The East Frisian Cotton Company acquires the Saccrenian National Bank, the central banking system of Saccren.  Several Saccrenian bank leaders are rumored to have committed Self Delete.  Mine managers seem to be leaving the country.

Consolidate research branches to Karu, Arcadia, and Point Ardrov. Decommission Shrike, Lightning, Enamor, Hydralisk, and Caliburn (including refit) classes. Build public toilets and raise awareness of the disease through posters and announcenents. The tax credits have a duration of one year and documentation is kept by both parties. Courier program is stopped. Move all orphans to camps while facilities are constructed at Point Ardrov to handle them. Passenger traffic is reduced in favor of commercial and military traffic on the Serisian National Railroad system. The Serisian government issues government bonds to try for short term funding.

Continue working on making machine tolerances more precise and improving or making new tools. Do independent bolt-action development.

1845 block ships delayed to 1850. Some will be dropped in favor of building land propulsion technolgies and gun turrets.

The government considers withdrawing from the NCO. Due to the current trade restrictions there is honestly little incentive for the country to stay. There is no incentive to confining the pandemic to the borders either, the volume of trade has been ground to a trickle and Seris would not notice the difference if foreign markets who aren't buying their goods disappear, so the government diverts resources away from border patrols to setting up hospitals and developing treatments. There is no foreign aid, trade might as well not exist, and the navy can handle any pirates in the local area.



Thankfully I did do sewer upgrades before this plague came along.

Ok, the farming stuff makes sense.

Avalonia slightly lowers the consumption tax on related items for businesses according to the number of employees working full time, but retains a floor of 1% to alleviate lay offs.

Avalonian trade trends away from higher risk areas like Seris and Kyrev, and into places like Romekate, the Caliphate, Scotia, and Anglond.

Avalonia goes over its budget and postpones a number of expensive but not direly necessary projects.  The Avalonian National Assembly votes in favor of a motion by Rep. Karl Schmidt, protege of Chancellor Walter, to suspend representatives' pay until the national economic crCIA is behind the nation.  This doesn't serve to save a lot of money, but it lets the Avalonian people know that their leaders are tightening their belts in solidarity with those they represent.

But back to the budget.  It is resolved to put 1% of the national budget in favorable times into an emergency fund, to help weather out more troubled times.  In the meantime, the budget simply shrinks to both save money and reduce the burden on taxpayers who will hopefully spend on local goods.  The only new expense is a small, temporary subsidy of staple crops in an attempt to bring their prices down so that consumers can stimulate the economy by spending on other things.  The subsidy will gradually decline as the economy (hopefully) improves.

Avalonian building techniques improve with the use of modern portland cement.  Once the economy improves and construction picks up, Avalonian masonry will be among the world's best.

New Romekate has parts of two rivers, but no navy to guard them from piracy. That is what I meant, Swat.



Old shipyards and drydocks, no doubt worn beyond use by war, enter a period of restoration in Sunyong and Sonodine. Creation of the the town of Förhörsbås continues.



Work begins on irrigating the two rivers to their maximum usefulness without causing them to dry out entirely downstream.
This irrigation is to be used for an expansion in both agricultural and non-agricultural industries.

No, all I did was draw a map for approximations on sides. Hell, not two pages ago I wrote a diplomatic post about Seris's situation.

It's a little strange for my vassal to be leading me or matching me in every category.

Quarantine those with the sickness. Distribute basic cloth masks and gloves and enforce cleanliness standards nationwide. Have all river trade extensively inspected for signs of the ill. Checkpoints will be set up on the roads leading into and out of cities to check for the ill.

Microscopes are used to study tissue samples from the dead and living. Barbed wire is developed as a crowd control method and raincoats are adapted to protect against fluids. With the germ theory thoroughly confirmed, sterilization measures are adopted, like using disposable gloves and carbonic acid. An air filtering respirator is also developed.

People are told to avoid contact with fluids with exposed cuts, and to not leave out standing water. They are also told to not touch their eyes or inside of their mouth with dirty hands.
