Fravath passes mandatory education for everyone under 18 years of age, and bans any form of child labor that isn't certified by the state. For the loss of production due to these measures, the government subsidizes factory owners who had a large workforce of 18 and under.




Consolidate research branches to Karu, Arcadia, and Point Ardrov. Decommission Shrike, Lightning, Enamor, Hydralisk, and Caliburn (including refit) classes.1 Build public toilets and raise awareness of the disease through posters and announcements.2 The tax credits have a duration of one year and documentation is kept by both parties. Courier program is stopped.3 Move all orphans to camps while facilities are constructed at Point Ardrov to handle them. Passenger traffic is reduced in favor of commercial and military traffic on the Serisian National Railroad system. The Serisian government issues government bonds to try for short term funding.4

The government considers withdrawing from the NCO. Due to the current trade restrictions there is honestly little incentive for the country to stay. There is no incentive to confining the pandemic to the borders either, the volume of trade has been ground to a trickle and Seris would not notice the difference if foreign markets who aren't buying their goods disappear, so the government diverts resources away from border patrols to setting up hospitals and developing treatments5. There is no foreign aid, trade might as well not exist, and the navy can handle any pirates in the local area.6

Ok, the farming stuff makes sense.

Avalonia slightly lowers the consumption tax on related items for businesses according to the number of employees working full time, but retains a floor of 1% to alleviate lay offs.

Avalonian trade trends away from higher risk areas like Seris and Kyrev, and into places like Romekate, the Caliphate, Scotia, and Anglond.

Avalonia goes over its budget and postpones a number of expensive but not direly necessary projects.  The Avalonian National Assembly votes in favor of a motion by Rep. Karl Schmidt, protege of Chancellor Walter, to suspend representatives' pay until the national economic crCIA is behind the nation.  This doesn't serve to save a lot of money, but it lets the Avalonian people know that their leaders are tightening their belts in solidarity with those they represent.7

But back to the budget.  It is resolved to put 1% of the national budget in favorable times into an emergency fund, to help weather out more troubled times.  In the meantime, the budget simply shrinks to both save money and reduce the burden on taxpayers who will hopefully spend on local goods.  The only new expense is a small, temporary subsidy of staple crops in an attempt to bring their prices down so that consumers can stimulate the economy by spending on other things.  The subsidy will gradually decline as the economy (hopefully) improves.8

Avalonian building techniques improve with the use of modern portland cement.  Once the economy improves and construction picks up, Avalonian masonry will be among the world's best.

No, all I did was draw a map for approximations on sides. Hell, not two pages ago I wrote a diplomatic post about Seris's situation.

It's a little strange for my vassal to be leading me or matching me in every category.
I fixed the stars, however, I'm going to have to ask you to be more specific in the future.  Passive and active roleplaying is up to the player at their omission or lack thereof, so any ambiguity can be interpreted falsely.  Saying something like "Despite flaring tempers in parliament, the sides have not gotten violent."  I will strive to solve misunderstandings, but I do not appreciate any venom thrown my way.

It's a protectorate, and it happened a while ago.  I chose to protect them because they're a small nation that couldn't really help themselves as far as military goes.

Also if you look at the names of nations on the map, if the nation is semi-sovereign (vassal or protectorate), the name is colored the color of the overlord nation.

Fravath sees a 3.6% rise in taxes nationwide as many businesses are subsidized.  Many families also protest as they see a portion of their income decrease.  Violence within families becomes more common.  Most cases involve alcohol or impoverishment in general.



While researching Mt. Tonnerre, Arconian and Romekati scientists notice that the lava dome is growing in the crater.  The immediate area up to 40 kilometers is evacuated as a small plume of ash is observed escaping the dome.  Arconian officials are given warning that a serious event could occur in the near future.  Arcon wishes to consult New Romekate on what actions should be taken regarding further study.

Porte de l'Ouest and other coastal cities pile up lots of sandbags along harbors and coastlines.  Trade is restricted from going in and out for now.

Avalonia, Wienza, Seris, Valbrandsvåg, Anglond, and Scotia are warned of the potential of a tsunami.

Earthquakes of varying low to moderate intensity are felt throughout southeastern Wienza, Espovon, northern Kyrev, and Fravath.



Anglish lenders are fed up with the government as they see loans they made to the government seeing no return, and are stopping their investments.  Investors from New Romekate, more particularly gold mine owners refuse to continue supplying Anglond with capital to extend Anglish interests.  As taxes and tariffs have risen, causing a number of bankruptcies as well as general hardship, people are calling for the government to stop its frivolous spending.  A particular protest blocks the parliament building, not allowing members of parliament to enter.  They demand to know the reason why taxes have risen and the Anglish people have seen little return.

Simultaneously, the East Frisian Cotton Company ceases its acquisitions and falls silent as stock prices plummet.  A credit bubble pops in Anglond, resulting in a panic as Anglish citizens rush to the bank to retrieve their savings, only to find that the banks refuse to provide them with funds.

With the economy beginning to show signs of general improvement, investment in trade increases somewhat, particularly to Espovon and Romekate.  Avalonian trading in Anglond diminishes greatly and trends more toward Scotia, the Caliphate, Arcon, and Wienza; trade to the North tends to be more heavily armed and move in convoys in response to piracy and instability.

An obscure Avalonian mathematician and engineer, recent graduate of the VTI, begins work on an "brown townytical engine" designed in his spare time.  External funding is low, and work progresses very slowly.

Avalonian ships and ports heed the Arconian tsunami warning and begin to prepare for what trouble it is expected to bring.

Avalonia discourages Seris from leaving the NCO.  Trade goes where it's welcome, and leaving the NCO would be a sign that trade is unwelcome.  When things settle down to safer levels, trade from Avalonia will pick up.

Seawalls and flood channels are constructed at the coastal cities, while the military sets up monitoring stations to detect earthquakes so that evacuation measures can be taken.

1.  Arcon thanks New Romekate for this measure, but recommends that if the irrigation cbrown towns are unused, that they be dammed up at the headwater of the cbrown town, so that no water sinks into the ground unnecessarily.
2.  There is little to do in this case.  Once Mt. Tonnerre shows signs of blowing, it's just best to steer clear.  This is the kind of mountain that has pyroclastic flows (AKA Mt. St. Helens, Mt. Vesuvius, & Krakatoa).  Lava diversion only works on mountains like your Mt. Koganmordad, where the lava is basaltic and it isn't susceptible to large scale volcanic explosions.  This lava has the potential to travel across the surface of oceans for miles.  The rest of the island is evacuated as another ash plume and a moderate earthquake strike the island.

Noticing the measures that Seris is taking against the disease, Arcon loosens its regulations partially on the Arco-Serisian trade routes.

The disease begins to peter out in Seris.  Only 43 have died this year so far, and those who have the disease are improving in condition and decreasing in number.

The rest of the island is evacuated as another ash plume and a moderate earthquake strike the island.

Avalonia follows Arcon's example and decreases quarantine procedures regarding ships coming from Seris.

He was spared however due to surrendering the moment the Xeichi raided the village, one of the Officers noticed this and sent him back to the capitol where he would be allowed to join the army for a few months, raiding and enslaving rival villages until he would finally earn his way to the top where he would become Chief Advisor of the Daimyo.

After the fall of the Xeichi Empire, he wondered the region trying to trade with natives to get a horse so he could travel to the far west where all the major powers of the continent were. One day, while traveling in the near-empty desert west of the Xeichi Empire, he encountered two clans fighting over scarce resources, to many people's amazement, he was able to negotiate with both of the tribe chieftains to settle piece; ever since then L'zaar Ishibu has been acting as a diplomat for multiple tribes and has achieved fame within a dozens of the tribes east of New Romekate.
