Mt. Tonnerre erupts.  In an explosive event, nearly half of the mountain from the top is destroyed.  A pyroclastic flow flows over the island and the ocean.  The lava doesn't make it all the way to the opposing shores, but clouds of ash fill coastal towns.  Paired with the eruption, a somewhat major earthquake causes a tsunami.  The tsunami hits the Arconian shoreline hard, flooding Port de l'Ouest and other port cities.  Due to the rather steep inclines of the shores around most of Navaida, most land is safe from the tsunamis, however, some of the lowlands get hit badly.

Due to the spreading ash cloud, he Arconian government begins handing out cloth masks to everyone so that they may breathe.  Arcon recommends similar courses of action to other nations affected by the ash cloud when it's at ground level.  Despite the ash cloud suspended high in the atmosphere causing weather systems to be altered in the time that it covers the land, it brings large (but not overwhelming) amounts of the rain to the interior of the continent.  In highlands, mudslides are common, but for most parts of the desert, rain has begun to fall.

The Caliphate, looking to its neighbors and trading partners that were much more heavily affected by the eruption and tsunami that followed with it.

Relief efforts are sent in priority as listed: Arcon, Avalonia, Arcon-Avalonian JAZ, Scotia, and begrudgingly Anglond. However, this is only under the assumption that the government green-lights the Caliphates involvement in the matter.

However, this is only after any damages that occurred due to the tsunami were fixed, and wounded have been recovered and stabilized to the best of their abilities.

The Serisian government would send relief supplies if they had the money for it, but they don't and send condolences instead.

Frisian river delta has floodplains at the Frisian river delta and other moderate lowlands in the West Navaidan Sea.  Arcon, like most of the countries, has escarpment coastline.  We just happened to be point blank.  The island was evacuated, though.
