Moderators are obligated to be non-maverick (not specialized and advanced to any significant degree) powers.  I have approached Operator on this issue as well, but since Arcon had become too powerful before the war in the south, the Civil war was used to bring Arcon into compliance with this limitation.

you need water for heavy industry and power generation

for renewables you need water to make the equipment so you can't avoid it
