That's true but you also have to take into account that the Bastion might not be braindead. When I play ANY character and Genji starts reflecting I don't shoot until it's over (unless I'm Mei, in which case I just hold m1 and laugh at their attempt at winning), Bastion can do the same, and should you try to take him down using this method and he doesn't shoot, you lose.

I thought so, it wouldn't make sense if you could still shoot with that arm animation going on, and I'd never seen a single person do it

Oh I wasn't saying he was unkillable, just that Genji isn't exactly a valid counter because it relies too much on the Bastion.

Reaches a lot farther, too.  You can also use your 'e' and 'shift' abilities while the ultimate is active.
