Adding solar panels to the wall may likely be a bad idea; protesters may likely be able to break them and necessitate high repair and maintenance costs which would offset any gains that installing solar panels would give.

Where Mexican protesters could damage them as well? I doubt that the Mexicans would like the wall, either. Installing solar panels along it would be quite costly in the first place, and making them more shatter-proof would make them less efficient and more costly.

Putting solar panels on either side of the wall would be impractical and unnecessarily prone to damage. Putting nuclear waste under the wall I think is an especially stupid idea for obvious reasons.
