put it this way: now instead of all conscriptees being men, a (probably small) percentage of them are women. this leaves men at home to do certain jobs in wartime scenarios
and realistically, it is extremely unlikely the draft will be called upon en masse because wars are more about striking fast with modern technology like submarines or bombers or elite teams. a large scale offensive involving hundreds of thousands of troops versus another country (not terrorists/guerilla groups - from our background with these its unlikely at all that the draft would apply to this kind of warfare) is just not going to happen due to how powerful modern technology is.
overall it seems the actual drafting of civilians to become soldiers is overall opposed by both parties; the draft has been shifted to also include government services, which im guessing means behind-the-front-lines services like logistics or data processing or something
