I'm certain he's smart enough to know that there's a difference. You also seem to be assuming that he won't be hiring people who will know what they're doing.

Every president has advisors and people who help sort out issues that the president can't handle. Annoying Orange would definitely be no exception. The problem is, he thinks he's the stuff. He basically thinks he can do no wrong. Even if every single person on his staff that have 1000x the experience as him, told him that something was blatantly wrong he would still do it, which you can see 100% clearly simply by looking at his claiming global conspiracies about global warming and vaccines. He might be convinced on some more extreme issues but believe me when I say that the stupid stuff he says, he will at the very least try his best to make sure it happens.
