The SCAR-20 is a real-life marksman rifle (FN SCAR Mk.20). Yes, it's a sniper in real life. You guys are thinking about the SCAR-H, which is a separate variant of the gun, which is the battle-rifle variant.

Barrel length determines the designation of a weapon's type. The SCAR and G3 in this game are at least designated marksman rifles, if not snipers.
