what innocent people? i am only defeating the dirty korean rebels who are trying to denounce their asian heritage, or who are not taking to civilized western culture. they are barbarians and must be dealt with. i'm sure you of all nations should know how it is
the japanese military fires only on korean military members, ships only at enemy vessels or at military installments.
troops move through seoul from the south, sending citizens south into japanese-held korea to escape the artillery barrage. troops occupy the palace and detain any government officials within.
a squadron of japanese troops moves around the city to find the troops manning the artillery.
the fleet from china finds the korean navy coming behind the original bombarding ships and attempts to surround them.
You can't guarantee 0 civilian casualties, by the end of this there will be plenty of dead bodies to be dealt with.

The Artillery is defended by an estimated 500 people also, I should've clarified this earlier. Never leave your artillery undefended.

I do not understand why you should have to support two countries, one outside of your sphere of influence. My expansion of the Pacific was purely anti-German. What I consider "my waters" is what I outlined in my map though I only consider it trespassing if you send warships through. American civilians and trade boats from any Western country may pass by Japanese islands as close as they wish, but I ask that you not send gunboats near my islands. I promise not to expand any further. I, and the people of Japan, are satisfied with our Empire as it is and further expansion is not necessary.
