are you testing with all of the other programs running in the background?
I'd recommend trying it without any of them running

so probably one of those programs is interfering with it

something like flux or the windowless gaming program you have might be causing an issue, since it changes the way it's being displayed

well, test which one is causing it
if it's working with all of those programs disabled, then it's probably one of them or some combination of them
