tl;dr the DOJ has updated "old laws" so that the government can freely access "compromised" computers and track/prosecute anyone who uses anonymizing services like proxies/VPNs, as well as allow the FBI to issue a single warrant to hack computers across the globe.

yes because it's a "presumed act of a guilty mind" as the article says. another article says

"That amendment would allow a federal magistrate judge to issue a warrant for authorities to remotely search a computer outside of the court’s district — and seize stored data — if the device’s location has been “concealed through technological means,” or if the computer was part of a widespread cyber attack."

so they can probe your starfish if you try to use proxies
