Rested xp??? the amount its blue you get double xp

Can I somehow achive this blue bar or does it just show up randomly?

It fills up while you are logged off. If you are resting (inside a capital city or something that counts as an inn) and log out you rest faster.

In my opinion, Borean Tundra was worse.
Except for those murloc and PETA quests, everything was extremely monotonous and mostly fetch quests.
