moving background [need scripters]

I want several backgrounds that move. I believe it is called an animated skybox?

I want stars that look like they are moving, for space builds
I want a desert ground that moves in one direction, or grass
I would like an inclosed ditch that goes on forever and the ground looks
   like it moves in one direction like you are going through the ditch really fast

so like do the sky in new york city? but do it on the ground like your desert suggestion? and make it like, a SandStorm map and it would all be major dust on the ground?

Or a map where events happen every few minuites? such as

Villager(s): SANDSTORM! GET INTO YOUR HOUSES AND SHUT THE WINDOWS AND DOORS!

or

Radio(s)/TV(s): Current News! We are now buried in 8 feet in snow, and it would be murder to go outside, please consider your actions carefully

or

Villager(s): AHHHH! INFERNAL RAIN!!! RUN! and every few seconds a few bricks would explode by some falling rocks?

or

Villager(s):OH MY GAWD! PIZZAS FALLING FROM THE SKY! RUN! LETS GET OUT OF HERE! RETREAT!

Just a suggestion, and these would have to happen every few minuites?

Pretty sure you can make an invisible ground, use water for the "moving ground", then use clouds for everything around you. So it should be possible.
