I'm gonna guess that near the last day, they're gonna have an image of the sniper headshotting the spy with a revenge-kill message somewhere, and say it is in fact a double update. I don't think they would have bothered with that post to quell the communitys rage over the idea over a second stun weapon if they were gonna scrap it all along.

No, when shot the body will appear to drop dead and will produce a fake kill message. After that you can go about cloaking. You can not use it. It just happens.

Possible explanation:The pyro got mad at the announcer and stole it, or he has a relationship with her and they share the cabinet.
