Also I think you should run Generic Tram Set v0.4. I thought you also mentioned Generic Cars. They cost $0 to create, only $100 a year to run and can fit a grand total of 4 people. If you use them make sure you've got some kind of spamming policy in place. I wouldn't mind decorating cities with them or to serve as a high speed taxi service between extremely small towns, but people can just as easily flood your towns with 5000 tiny cars that constantly break down.
