I think it's a blue sparkly magic particle effect, Maybe something to do with enchanted items or potions.

The only big thing I have left to make is some sort of huge castle in the nether.

Then I'll just have to run around adding in Adventure map elements.

I made a quarry thing, and it had a mine but I've decide to close it up. I'm using the cave it leads to for something else.
Maybe I'll dig another mine into another cave.
Well actually I could just set up a mine in the ravine across the river.
