all NPC's can climb ladders. Including creepers.. I found out the hard way :c

sucks that Notch turned off the old tree system. I coulda made an awesome treehouse in that with ladders. I also hate how you can just build ladders ontop of eachother so they aren't against a tree or something ;-;
