I think notch should make the enderman take the most damage from golden tools, Because the gold tools need more use.

they are quite rare, also, you could still fight them.

I thought they were supposed to be very common, my friend showed me a screenshot of a forgetload of them everywhere... thought it might have just been showing off what they looked like.

Yeah, what happens if in the horizon, your crosshair just happens to pass over a few of them? Its not something that might happen, but would suck pretty bad if you had like 3 of them teleport to you and kill you.

I think there will be a certain radius of when they will notice you. Like 30 blocks or something.
