Except that notch made the code so they almost never spawn anywhere else.

You mean cold ones. They mainly spawn in taiga biomes, which are cold forests. You should be able to tell by milky leaved trees.

Note: Blocking is holy hell useful. Halves damage from everything, even explosions. If you know you can't avoid that arrow/explosion, for god's sake block
