The chunks don't load fast because it's loading from a localhost server at 127.0.0.1 instead of your hard drive.

A "localhost server" literally means it's hosted from your computer, and when you host from your computer, all the stuff is on your HDD already. Plus the way the always-on MP works is it reads the map from your save file in .minecraft, it doesn't download it from the server over a LAN connection.

Sure, the server is on your own computer, but the whole lag is caused by not directly taking the stuff on your harddrive. It takes a detour which is stretched to immense timelengths by minecraft's crappy networking.

It's literally that. It takes a detour which adds ping to a game you are playing on your own computer.
Which makes everything slow. It has to be a local server for the useless lan 'feature' to work.

What he's saying is, instead of using the things that are already available on the user's hard drive for immediate usage, it has to make an entire round trip to be able to access them.

It's like bringing watermelon from your house to a post office to send it to the same house.

The game doesn't run a LAN server constantly, it only does that if you toggle the "Open To LAN" button. If it forced you to use a LAN server, you wouldn't be able to play without internet.

it's always running LAN, the open LAN button only makes the LAN server joinable by others.
