Jeb specifically doesn't want emeralds to be made into equipment. He just wanted to add a currency item, and crafting your own money wouldn't feel right. Factoring a whole new tier of equipment would also be more trouble than it's worth for something that already has a main intended purpose.

I was trying to reset the nether for me and my friends private server, and somehow made a couple of nether chunks appear inside his house, they were stuff buggy appearing and disappearing all the time with a lot of lightning errors.
