They not only had an entire panel devoted to the Mod API, they talked a stuff ton about it during the other main panels at Minecon. It is supposed to be coming in January. It won't be in the Redstone Update, but it'll come out close to then.

Mid-January; not in the Redstone Update, but shortly after apparently. It is starting to get annoying with people randomly coming into the topic complaining about the Mod API nothing was said.
