We are on update 18. Sometimes there are updates severeal times a week, other times, there are none for a week, and they either add new content, or bug fixes.

Since stuff isn't being made at a constant rate, I can't give you a set percentage.

I think he is working on the central authorization system right now. I'm not sure how far he is into it, but I'm assuming it will take a while. Lights are pretty much done, along with most of the main building tools.
