I have tested this on multiple computers and they rarely notify updates.

IRC is a widely-accepted protocol, it doesn't change.

I wrote a custom-built client for RTB since the only one available on GarageGames was poorly implemented.

General Development Update: I completed the prototype friends list/IM client as a proof of concept to make sure everything I want to do can be done, now I'm working on refactoring this into a working feature which is going smoothly. Still no estimates on a release.

We're also re-building our website from the ground up so that everything is more customised to work how I want it to, this is going good and I got the semi-finalised site layout back from our designer a few days ago. This is going to be a long-term project and I suspect we'll be running both sites in tandem for a while until everything vital is moved over.

Since this is taking such a long time, I'm going to release RTB v4 with some non-essential features missing. The feature set for RTB v4 is:

 - Friends List/IM System
    - Privacy Settings (Blocking/Who can ask to be your friend etc.)
    - See/join your friends servers
    - Messaging
    - Friend Inviting
    - Basic friend list admin (moving user between groups/removing friends/groups)
 - Reshuffled RTB script structure (all rtb-dependant add-ons will still work)
 - Automatic content-only rtb add-on downloading from rtb servers
    - This can be disabled but will be enabled by default because it will be awesome
 - Steam-like overlay for ingame access of IM system/mod manager
 - Slight re-working of main menu (i'm aware it looks totally messed up for some people with crazy resolutions)
 - Bug fixes

Will it show a popup message when your friend "logs in" so to speak?

You'll be able to choose whether it shows a popup/plays a sound/does nothing.
