Depends theres many parts of the brain that disables a certain function.
If the shot went straight through the middle of the forehead,.. then ya it would kill you.
If you really want want to get technical then if you are shot in the back of the head your vision would become blurry

Just make it so it adds more damage to a more important spot.
Example
Heart=Insta Kill
Arms=20
Legs=20
Forhead/Brain=45
Spine/Middle of back=Insta Kill or Paralyzed can't move or shoot

Movement Examples
Chest= Slower Walk
One leg=Limp
Both Legs=Crawl on chest
Spine= Completely Imobile

Not always an insta kill. Some people can live for a few hours afterward, or even survive with a few less brain cells.
