This is the set I use. I've gotten good with predicting shots with the Flare Gun, which both pisses people off and gets me quite a few kills. The Flamethrower and Axtinguisher are a good combo; ignite them, airblast them to control their movement, and finish with an axe swing.

I was in a low-playercount server earlier, I only used my flamethrower on the heavy, otherwise I was flare-ing and then axtinguishing.

Flare gun is probably my favorite unlock, kicks ass in Arena
