GTA SA or VC?

Which should I buy?

I'm leaning towards SA, but I keep hearing about how VC is so amazing.

Yes, but Vice city mods are easier to put in.
At least, that's my opinion.

Sure SA has more mods, but SA has more functions, so yeah.

But more on-topic, i don't really know which to choose.

San Andreas. Definitly.

This is one of the best games I want in my whole life! You can get mods for it, such as King Kong mod and Pokeball grenade. Ghostbusters car and gun, loads of other stuff. It's so freakin' awesome, it is the best game I could ever think of above Blockland.

EDIT: Get it for the PC, then you can get mods.
