the only time you're ever going to have enough sheer accuracy to hit something at X range reliably is if you're standing stock still, and if ANYONE's even REMOTELY competent they'll kill you while you're busy being a sitting duck
the reason the pistol is a secondary weapon is that is not only is there a small possibility for error through the fact it's semiautomatic but the fact that all the other weapons actually have knockback: the purpose of which is to set the other player for a loop, by displacing them and having them readjust their accuracy, long enough to be pumped full of lead with another shot
it's also built as a 'attention getter' weapon: if your primary weapon isn't particularly good at ranged combat (IE: not a sport rifle, assault rifle, etc) then you start unloading with the pistol until you get into range
the magnum, conversely, is built to output so much knockback that it lets the player switch to their primary weapon (with a little ammo, presumably) to smack him around until he dies
also tier tactical != optimized for vehicular combat, and shotguns are made to be less powerful (not firing fast enough, for instance) if they run out of ammo, instead of just making the player defenseless while they reload (and then quickly empty the clip anyway). it's a compromise for the fact that it's power diminishes over range, mostly due to the fact you can literally just step out of the way
tl;dr stop using such big maps
