Well, if people on BL were a bit more creative, maybe he'd put out a Confined Light Zone of some kind.. like a ligntmap that shines within a zone. Same with music, I've been having problems trying to get music audible everywhere in my buildings, and it's always audible outside too. Is this type of zoning possible in Torque?
This would be possible through scripts if Badspot added a .StopSound on GameConnection.

The emitters were tired of being overused and went on vacation.

You can change the music range with Mission Editor. :3

It's still in a radius, as in, it'll still be able to be heard outside of the building.

That would mean the host would have to download it from the client when they join, and send it to other clients right after that.

They probably get uploaded to the valve server, and downloaded ingame, just a guess though.

There's a reason that it isn't happening.  Most of the lighting stuff is because of performance issues.  I would like music being only within spots that it would be playing in real life.

Maybe some graphical updates possibly?

Its going to contain nothing much besides a ton of bug fixes.
