You are growing on a mixed plot of above ground/subterranean. That, or all your seeds are forbidden/inaccesible/destroyed.
I figured it out, I needed to muddy the ground, even though it was soil.

I just do it the ghetto way with doors.

Using zones, place a traffic zone over every frozen water source and then set it to restricted movement, unless dwarves absolutely must use it they will take the way around the restricted zone.

GENTLEMEN.

A bustling fortress of 180 dwarves or so has boiled down to 36 and still dropping, due to the "accidental" release of an ettin (over exerted, extreme pain & bleeding, near dead), a cyclops (dead) and a bronze collossus (still kickin' ass).

The world is, technically, in 3 dimensions, there is an X, Y and Z axis. There are some differences between the two, but for the most part, the main concept (digging) is shared between both games.
