Yea. It still is not coming on the way I planned.
Maybe Ill just have to extrude individual faces and then select vertices and merge to center.

You see how it gets to part of the barrel and it extrudes out then right after extrudes back in, and also at the very end of it.
Thats what i want to do.

Not pretty but it shows the necessary stuff.

How I can lock the model, while I add other the model
You could hide one of the models with H. (Alt+H to unhide) There is no real way to lock models as far as I know.

And the model snap on the grids. Last thing I want ask. How I can use the model snap connect to other model on the dots corners? Becuase I not want them uneven dot the model  connect other the model dot.

Vertex (Plural: Vertices)

Q: How do I snap to grid when I'm editing my mesh? (Moving, scaling rotating etc.)
A: In the 3D View toolbar there is a little button that looks like a magnet called "Snap during transform". Click that and select Increment from the Snap Element menu next to that button.

when I am finish with the model, how I can add the joint/bone name col-1 or coliision-1?
-- the toolbar on the right and clicking the Object tab. The name is in the topmost text box right of the orange cube icon.

EDIT: forget, I forget ask, how I can copy and paste the model?- I got it, nevermind.
Shift + D.

Q: How do I assign multiple materials to a single mesh in Blender 2.49?
A: I am assuming your mesh already has one material assigned to the whole mesh. Now select the faces you wish to assign a new material to, go to the editing tab (F9) and in the Links and Materials box click New and Assign buttons. Your selected faces now have that new material assigned to them. Now you simply modify that new material to your liking.

I did try this select one face for add the textures or images, materials. I failed it. I want create 1x1x3 size brick with texture or material.  I have 1x1x3.obj already

UV mapping is a whole another deal. Check out YouTube tutorials. Materials are just colors, transparency, mirror etc.

Ya! I got this!

I did click render image show no texture on it :C

You need to give the object a material and a texture (Image or Movie type) with the correct file and mapping set to UV.

How I can make it vertex to snap to vertex of model connect to other model?
In the 3D View toolbar there is a little button that looks like a magnet called "Snap during transform". Plenty of options in the box next to it. Alt + M or W > Merge might also work nicely.

Oh I see. Recalculate normals, that should fix it. Use either the space bar search or "T" toolbar. As for the texturing, you're on your own. You just need to carefully map it.

Not texture, I mean add the faces.

You have to do it manually, I'd suggest using edge select mode.
