Compared to sitting there and not caring because an accessory does the work for you, yes.

But you don't need any potions at all with the magic cuffs. I would only use mana flower if you wanted the 8% reduced mana usage, which really isn't needed if you get all of your mana back from being hit once.

Without spectre armor, mana flower is probably better
