The highest mana item is an archangel staff, which also gives ability power from your max mana.
1.5% mana ratio nerf (on single target spells)
+
1% mana ratio buff (on a multi target spell)
+
20% ap ratio buff (which means 0.6% of mana because of archangel staff)

Translates into...

0.1% mana ratio buff

I ment that you cant build him as tanky just like phreak says in patch preview, You would still get tear and archangels despite the nerf

Use recommended builds. They are really carefully designed to give you a little more survivability for when you don't realize you're putting yourself into danger, as well as provide pretty good overall effectiveness when you're trying out everything instead of playing the champion properly, which may involve leaning on one ability or combo over and over.
