I'm looking to upgrade my video card from a Geforce 9500GT, while trying to retain my current drivers (in other words I want another NVidia card,) which GTX would you recommend that's around $200?

I want a compy that can run normal programs super-smoothly, maybe some games (like Portal 1).

What sort of things should we be looking at? Also, he's leaning toward it being a laptop. Would this suit him?

If it's games like Portal 1 (not 2 mind you,) that laptop is completely fine.
The only thing I'd really consider upgrading is the HDD, 5400 rpm isn't the greatest.

What does the rpm affect exactly?

How many rotations per minute the hard drive's internal disks spin at. The higher, the faster, whereas the lower, the slower.
It affects read/write speeds (I may be wrong on this, correct me if so.)

nevermind he realized that I had veered into building my own ideal computer rather than his

Looks like he's going with the laptop, looks very good for $390.

PSU wattage/model? CPU? Case size?
Need your current specs.

If he really needs a laptop, that's a great deal. Bit lacking in the GPU department.

That HDD RPM isn't going to affect much with the rest of the system. Also, most laptops use 5400 RPM.
Also, it would indeed run Portal 2, albeit not on max detail.

I "have" a pretty good laptop for school which I can bring anywhere and it's better than what the teachers get x)
when I gtfo that school type place I can get it for 228,99 dollers. what do you think?
