I never really liked the position Kaje was in. I feel like buffing base numbers like that wouldn't help much to balance him, only make him stronger when he's strong, and stronger when he's weak. In low-pop he'd just get destroyed because his armor would get deleted and he wouldn't have much to counter back, and in high pop he'd usually do pretty well because his armor was pretty nasty to break through, and it wouldn't give enough time to damage him while it's down before it comes back up again. I feel like maybe changing his armor downtime to scale with the population would put him in a better place. Make it last longer with in high-pop, and have it come up faster in low-pop.
