Should I consider secondary developers?

No, retain the purity. One man, one mod, ein reich!
Yes.

Okay, so maybe it was a cool idea.

(P.S. Emotes still work because I modified their mount point to work with the SFX System)

You can use any face decal you want. The color your head is determines your skin color. Each job has a unique outfit. There is no customization.

I find outfits something incredibly distracting. If you're in a city and you see someone like Repr walking around in a pink chef outfit and 2 peg legs, it pulls you out of your surroundings. Astronauts wandering around in full space gear, or a scuba diver with an Oxygen tank.. I just don't like it.

Outfits are going to be centered around what you are in the game. I might add a little flourish, but for the most part, no. It's just what your job dictates you wear.
There should be the ability to customize your colors though.  I hate walking through cities looking at the same bald headed guy on every corner.

I'm not a huge fan of no-customization of character avatars, though the point made makes sense.

I think Pitfall was complaining last year that she wanted to wear pink in-game or something similar, so an idea I had rolling around in my head was the ability to set a "Favorite Color"

Like, /favColor 0000FF would make your favorite color bright blue, and any outfits set up with customization parts will have those colored bright blue.

That way, Mayors will be able to color their gloves, rogues their sweatshirt, storekeepers their shirt, factory owners their suit color, etc.

Sounds good.

i feel like the placement of the weapon on the blockhead's back is sort of wonky

like, it should be lower and at a lower angle, or just lower period so the barrel doesn't poke over the head of the owner

The weapon is as big as the player model. Any lower, it clips feet while walking. Any more horizontal, it clips hands while walking. This is as close to perfect as it gets.

what about being able to purchase some perk or something that makes it so you can set your own avatar, or purchase the ability to set certain avatar parts

so alright
get this
profiteers can make some bonus cash if they become morbidly obese
that way we can have corporate fat cats

I like this idea

In the industrial sense, I'd just bring to life a new industry, this industry being clothing, and give the seller of clothes the ability to customize wares and colors.

Now everyone has access to clothing, and tailors have more to do. Industry.

While this is a decent prospect, and since the environment of buying parts would be totally controlled (e.g. I could make it so you can have a peg leg for one foot only), the amount of code that would be required to totally reconstruct the Avatar GUI with new constraints would be a bit excessive for the trivial matter of prettying up your in-game look...

Tailors don't exist anymore, and players cant be trusted. I'd have to make a similar GUI like above, have a way of saving outfits, and then you're expecting players to owe up to what they sell.

Professional Suit
- Arms: Skin Color
- Torso: Skin Color
- Pants: Skin Color
- Shoes: Skin Color

There's no way to regulate products, and if you suggest an outfit preview option... that's yet another GUI.

What if the mayor simply leaves?
The mayor could just leave the server any day and everyone has to disconnect some time.

It wouldn't really affect anything, he'd just waste his money and time. You're only mayor for a day, after all. (Real time)

I say put the whole clothing thing aside for now. It is not really that important to immediately have. Focus on the rest of the mod and think about clothing later when everything else is done. Priorities; major things first, minor things second.

For example, the skyrim dev team didnt put the slashing of butterflies with a sword high on thier to-do list.
