Thou shalt do my bidding at once.

1)  Robots are a smart investment:  Production is almost free.
2)  Hera is bigger than Earth, so technically a larger net of satellites would be needed to ensure global security.

Regardless, yeah it is rather high.  I will reduce it.

ETOD_Class

 - Used for dealing massive amounts of damage to large objects or objects within a large radius.
 - Will fire a highly concentrated beam and have an enormous energy output.
 - Relies on ETOS and ETOC units for 3/5ths of its energy collection.
 - Requires a lot of assembly on Hera and in orbit.

 - Collects and stores energy from the sun.
 - Can send and receive energy transmitter beams.

Better, but I still think ETOC is really damn high.  I'm not sure that any country has that many satellites in the air.

ETOCs do not actually attack a target, and just charge other satellites.  They're not offensive units.

The Teleri president left office today. His last official words as president of Telar were: "My only regret is that it will take longer than I have left to live for history to vindicate me."

Telar's super soldier project unveils the G3 super soldier. Despite the unpopularity of the project, the new president has decided to go ahead with it anyway, and as long as he doesn't do anything illegal he can't be booted out of office until his term ends. The G3s have all the positives of the G2s without the con of the hormonal imbalance that created aggression problems with the G1 and G2s.

Telar begins working on project 'Eclipse', the launching of a Floating Fortress into space and onto the moon, without destroying it. Work on a Floating Fortress specially designed for space has begun. The scientists are still not sure how they're getting it up there without a metric crapload of gravitium, but if they can't get it into space, it'll still make a killer ship down on Hera.

I've been sending plenty of satellites up every year for the past couple decades. More Teleri satellites are sent up every year than all of those Satellites put together. I've been working at this for years, so it obviously does not go beyond the bounds of logic and reason. Besides, you'd be hypocrites if you complained about it now after not caring for, what?, 25 YEARS? MUAHAHAHAHA

Teleri satelites are updated with a computer program that is able to control navigational controls in order to prevent any future collisions. Two more satelites have been sent up (this time manned) for the purpose of making sure the update is successfully installed, and doing so manually should the remote transmaission fail.

It's genetic engineering, we're going to need blueprints for augmentations and chromosomes.

Um...  One cannot simply engineer an entire human molecule-by-molecule.

You need the chromosomes themselves and the proper environment to grow it in in order to do that.  If anything, it's not blueprint, but long strings of data sorted into enormous matrices.

we're not engineering humans, we need to know the chomosomal pattern for the supersoldiers. hence, blueprints!
