Bull. Over Powered, I swear to god.

First off, it's not actually going to prevent damage from everything. It's only an all-rounder armor that can resist some damage from most types of weaponry right now, be it laser, concussion, explosive, or bullet. Secondly, it's been in development for years now, why shouldn't I have the most advanced armor on the planet.

Yo i'm dropping outta this stuff. Don't have the time.

I said it doesn't constantly reflect, meaning it's reactive and refracts light when needed

Cooling systems.
1)  It cannot selectively reflect or refract light.  Either it does to all light, or it doesn't at all.  The only way tat can be done is if the laser penetrates a layer, revealing a shiny, reflective layer underneath, and this reflects the light.

2)  The suits' cooling systems must be pretty bulky to effectively cool down heat created from a beam that yields a minimum of 1.15 EHz/sec.

Yo i'm dropping outta this stuff. Don't have the time.
Syriak now has independence!!!  Yay!!!

NIR blows up and everyone dies

NIR blows up and everyone dies
Erinaum annexes the NIR.  (PHMA Charter "Brotherhood Clause")

Any remaining insurgents will now be dealt with by Erinaum.  Any ruins that still survived will be preserved.  The evacuated NIR citizens will be relocated back to the annexed territory to govern themselves as they chose, and Erinaum will protect them until they can effectively join back into the world circle.

The New Manhattan government cripples, and the Generals are assassinated.  It is complete chaos around the city, no one maintains the streets any longer and the capital building has fallen, literally, crushing millions of citizens and government buildings and homes.  Soldiers try to keep the peace but at this point it is a lost cause.  Living in houses is too dangerous, and civilians are forced to live in the streets, their homes now makeshift lean-to's next to barrels of fire.  Bandits roam the streets, which are now overrun by vegetation.  There are the few, however, who remain underground, in the massive facility that spans under the entire city and then some.  They wish for only peace, but are forced to shoot anyone that enters their dwelling.  Men with stealth suits constantly patrol the outside, firing on anyone who looks remotely harmful, be it a man, a woman, or a child.

So yeah.  Don't try to control the city or you'll get forgeted up.  However, if you manage to make it underground, the bounty is endless.  It's basically a "Vault" situation from Borderlands.  Peoples around the city tell legends of countless treasures underneath the city, including weapons, money, and lost technologies.

Iceloch sends all UCSC citizens back to their nation, closes it's boarders and constructs more defenses.

A massive, rusted submarine washes up on the shores of UCSC, bearing New Manhattan markings.  The submarine is dubbed the 'NMS Greene'.
