The massive facility is self sufficient with cafeterias, recreational facilities, restroom facilities, etc.

They aren't starving, and they also have surface access, but it is limited.  The chaos of the city hasn't yet reached the farm houses and small towns on the borders anyways, and small civilizations have been constructed by remaining soldiers stationed at bases outside of New Manhattan.

SWAT, did you really think they would trap themselves underground without proper supplies?  If so you either,
A.  Are a huge loving handicap.

B. You think that New Manhattan is full of handicaps, which it isn't.

Do you really think that with that state of chaos, farms would still be producing to be available to everyone?  No.

Looting of farms would happen quickly, and then there would be nothing else left after that, for you said:

You are an idiot, first of all, by "around the city" I mean, within the city limits, as would anyone else have.  Second, living in houses IN NEW MANHATTAN is too dangerous.  Third, Bandits roam THE STREETS OF THE CITY.  And by men with stealth suits patrol the outside, I mean the outside of the underground the facility, the only place where said suits are obtainable.  The city walls are sealed an no one but those who know the passcode, who are underground, can open them, making it impossible for anyone to get outside unless they are spider mutants and can climb huge metal walls.

The people underground can get outside, and only they know how.  Farms can and will continue to produce, considering they can still get water and seeds.

I have thought this through, SWAT, you just think you know every little loving thing about everyone's country and then decide that because of this you can run it for them, and you're wrong, that's not how it works.  You sir, are

a huge loving handicap.
