Bit of business advise. No co-ownership. We would need a tiebreaker nation on matters regarding internal deliberation. The LTSN-901 "Areonautilus" ascends out of the water where it lurks, and flies over New Manhattan and remains hovering over it.  In English, a man speaks in English over a loudspeaker, speaking to the whole city.

"Hello, this is Sedrik Ejzemoi of Erinaum's naval fleet of the LTSN-901 Areonautilus, please listen to my instructions and cooperate, and you will not be harmed.  Many of you are quite familiar with the former regime's oppressive government imposing on your life, and often brutalizing many of you before.  This very day, the PHMA will liberate you from your chains.  The wall, this metallic and sinister symbol that has ever reminded you of the oppression that you suffer, will be torn down.  There will be 3 striking zones.  I urge you all to be outside of the striking zones by a 5 kilometer radius.  PHMA officials will guide you outside of the blasting zone where you will be safe.  Please cooperate, and you will not be harmed.  You will have 3 hours to collect your belongings and move out until the wall is torn down.  Do not stand within 50 meters of the wall at any point when the striking is commencing.  Pleas help your fellow citizens to safety.

Now we need to clean everything up.

The 3 hours are up, and suddenly all ETOSDs fire upon the 3 planned strike zones in the walls.  The walls in these areas glow bright orange, and a large surge of electricity happens within 30 meters of the wall.  Immediately, the rays stop firing from space, and the LTSN-901 "Areonautilus" simultaneously fires HE-IV devices into the semi-molten walls, causing the metal to break apart easily.

Liquid nitrogen is sprayed over the areas to cool it.  As soon as the wall is cooled, the citizens flock to the edge of the city to escape its bonds, feeling a sense of freedom that they haven't felt before.  A massive amount of cheering is heard below from Areonautilus, so loud that from 3 kilometers, it can be heard as if a small crowd were shouting 20 meters away.  Some of the police force that formerly oppressed the citizens lay down heir arms to join in the celebration.  Perfect strangers from the other side welcome their brethren at the gate, hugging them and assuring them safety.  Food is brought to feed the starving citizens.

Several Hovercraft carrying medics drop down to help the sick, and several Ospreys carrying food and portable shelters are on it's way.

Vanguard Units enter the city, cloaked, and start to kill off any remaining resistance and criminals before heading underground.
A few former government officials are questioned on the knowledge of crime in the city to help speed up this process.

The underground exits are given over to Kintharia to monitor while the streets are cleaned up.

ERLUs and ERAUs start to maintain the streets and clean things up.  Factories will be set up outside of the city to provide materials for cleanup.
