You will not take absolute control over New Manhattan or the PHMA will wipe you off the face of the universe with everything we've got. As one of New Manhattan's greatest allies and assets, I demand entrance into the undergrounds if, or when, you take the country, or when you assist with rebuilding.

Heh. You can get limited access once I help the government come back up. Once Blazer gets his people in order, he can control it and we all move out.
