If I go into Steam>Settings>Downloads, everything is default.

Automatic 1000 max pings/minute, US Seattle download region is closest to me, No limit to downloads.
I've also tried lowering and raising the max pings/minute which does nothing.

try one of those weird fps configs that mess with your internet settings.

I'm using a config made by chris, it boosted my frames up to like 100 per second and it's awesome, but low FPS is not the problem I'm having.
by lag spikes, I mean it feels like my ping boosts from 50 to 5000 for a split second every 1-5 seconds. Haven't tried those console commands yet, I'm going to now though. The console commands didn't do anything.

Or you can try the whole tf2 folder if that doesnt work.
I also read that if you open the task manager and set TF2's priority to high or real time, you wont get lag spikes.

Again, the problem is not the Frames, its the weird ping stuttering.
