Only the GOOD Hats/Miscs are the Halloween/Restricted ones?
and the fact half the items added aren't even related to Halloween all that much (Chinese soldier stuff, Bird Heads etc.)

Japanese spirit gear and bird heads caused by scientific experimentation "aren't even related to Halloween all that much"? That's textbook classic spooky stuff
