You've never played Chrono Trigger.

Yes I have. The battle system is pretty fast and the enemies can attack you while you're selecting your commands, but it is by no means an action rpg.

if you can REACT to stuff, then it's an action RPG

skyrim is an action RPG
deus ex is an action game with RPG elements
paper mario is an only sort of actiony RPG
