you'd be able to join, just when you spawn you'd die and it will prompt you telling you to register to play but for now you can watch gameplay.

I'm pretty sure that counts as 4 and the only reason its not is because he cant change his vote from no.

This is the reason I didn't like the idea of registering to play. Because people wont take the loving time to do it.
